The European Education and Culture Executive Agency (EACEA) has published two new reports highlighting the impact of higher education reform initiatives in EU partner countries and the continued work of the Higher Education Reform Experts (HERE) network.
Impact stories in higher education policy reform – A compendium of examples from third countries neighbouring the EU
Building on the 2020 SPHERE study on the impact of Erasmus+ Capacity Building for Higher Education Structural Projects, the report explores how cooperation between the HERE network and Erasmus+ projects can contribute to longer-term higher education policy reform. Through a series of “impact stories”, it gives visibility to successful examples from partner countries and highlights the perspectives of HERE teams and other stakeholders.

HERE Activity Report 2025
The report provides an overview of the activities carried out throughout 2025 and their contribution to the work of the HERE network. The network supports higher education reform in EU partner countries, in line with broader higher education priorities relevant to the EU neighbourhood region.
